Grigore Hincu founded Lions Club Chișinău Viliumas #88485 in 2003, becoming its Charter President and the driving force behind two decades of humanitarian work across the Republic of Moldova, India, and beyond. Under international legal status, his Association bridges communities across continents through volunteer action, charitable funding, and diplomatic coordination.
In 2009, Grigore travelled to Mumbai to personally present a bust donation to Dr. Ashok Mehta — an act of deep respect and cultural exchange between two nations. This personal connection led to the creation of the commemorative postage stamp in 2012, marking Dr. Mehta's 80th birthday and now the centrepiece of this fundraising platform.
When war disrupted medical education in 2022–2024, Grigore coordinated the transfer of 121 Indian medical students from Ukrainian universities to Moldova — without a single student losing academic credits. He worked directly with embassies in Dubai and Delhi, Moldova's Ministry of Education, and the Nicolae Testemiţanu Medical University.
In 2020, the President of the Republic of Moldova awarded Grigore the Order of Work Glory (Ordin Gloria Muncii) — one of the country's highest civilian honours — for outstanding achievements in public service, cultural development, and socio-economic contributions to Moldova.

By Decree of the President of the Republic of Moldova, Mr. Grigore Hincu has been awarded the Order of Work Glory (Ordin Gloria Muncii) — an official state order conferred for outstanding achievements in an individual's work, esteemed public activity during their career, and great contributions to the development of Moldova's cultural, scientific, and socio-economic spheres.
The Order of Work Glory is awarded by the President of Moldova for exceptional results in work, public service, and substantial contributions to the development of the Republic.

Two decades of service, from founding to presidential recognition and beyond.
Grigore Hincu founded the Club with international and legal volunteer status in the Republic of Moldova. Immediately initiated community service programmes and began sponsoring new Lion members.
Grigore travelled to Mumbai, India, and presented a bust donation to Dr. Ashok Mehta — a profound gesture of respect and the beginning of a lasting Indo-Moldovan friendship. Received a personal invitation from Dr. Mehta.
Announced as a Lions Clubs International Service Award Finalist. Travelled to Bangalore, India to mark Dr. Ashok Mehta's 80th anniversary. Designed and produced the commemorative postage stamp — 25×20mm, depicting Dr. Mehta's portrait with the Labarum symbol.
Awarded the Gold Centennial Lion by Lions Clubs International in recognition of 14 years of dedicated service, leadership, and community impact. Continues expanding the Association's humanitarian reach.
Received the Diamond Centennial Lion Award — LCI's most prestigious long-service recognition — for continuous and exceptional contribution to Lions values and humanitarian service across Moldova and internationally.
